The Bible was written during the existence of the second world.
Explanation
We previously established that, at Babel, when GOD scattered the nations, He assigned angels over them, except for Israel, whom GOD kept for Himself.
7 “Remember the days of old,
Consider the years of many generations.
Ask your father, and he will tell you;
Your elders, and they will tell you:
8 When the Most High divided the nations,
When He scattered the sons of Adam,
He set the boundaries of the nations
By the number of God's angels.
9 For the Lord's portion became the people of Jacob;
The allotment of His inheritance is Israel.

It is important to realize that the Scriptures which comprise the Bible were written during the second world.
The oldest writings of the Bible are generally believed to be the Pentateuch and Job.
Moses wrote the bulk of the Pentateuch—that is, Genesis, Exodus, Leviticus, Numbers, and Deuteronomy. He was a descendant of Noah, Abraham, Isaac and Jacob, each of whom lived after the ancient first world was destroyed.
Some people place Job as happening before the flood. However, the Septuagint (LXX) places, what appears to be interpolated statements regarding Job's history, at the conclusion of the book of Job:
19 This man is described in the Syriac book as living in the land of Ausitis, on the borders of Edom and Arabia. Previously his name was Jobab. 20 He took an Arabian wife and begot a son named Ennon. But he himself was the son of his father Zare, one of the sons of Esau, and of his mother, Bosorra. Thus, he was the fifth son from Abraham.
21 Now these were the kings who reigned in Edom, over which country he also ruled. First, there was Balak the son of Beor, and the name of his city was Dennaba. But after Balak, there was Jobab, who is called Job. After him, there was Asom, who was ruler out of the country of Teman. After him, there was Adad the son of Barad, who destroyed Midian in the plain of Moab; and the name of his city was Gethaim. 22 Now his friends who came to him were: Eliphaz, of the children of Esau, king of the Temanites; Bildad, ruler of the Shuhites; and Zophar, king of the Minians.

Thus, even the oldest Scriptures appear to have been penned after the Tower of Babel when the nations were scattered.
